Prepare for China’s fully digital e-fapiao rollout
China has rapidly transformed its invoicing system over the past five years through the rollout of Fully Digitalised E‑Fapiao. Following nationwide pilot expansions between 2021 and 2024, China officially launched its nationwide digital e‑invoice system on 1 December 2024, with businesses transitioning to a fully digital invoicing environment throughout 2025. The latest major development is the implementation of China’s new VAT Law on 1 January 2026, which formally embeds electronic invoicing into the country’s tax framework and strengthens real-time tax oversight.
What will change in China
- Fully Digitalised E‑Fapiao became available nationwide from 1 December 2024 through a unified national e‑invoice platform
- China's new VAT Law took effect on 1 January 2026, formally integrating e‑invoicing into the national tax system and enabling near real-time monitoring of invoice data
- The long-term objective is complete digitisation of invoice management, replacing paper invoices and supporting automated VAT compliance through the Golden Tax System
China’s direction is clear: increased automation, real-time reporting, and complete digital control of invoice lifecycles.
