Prepare for Singapore’s InvoiceNow rollout
Singapore is progressively introducing mandatory e‑invoicing through its InvoiceNow network, built on the PEPPOL framework. The most significant recent development is the announcement of a phased GST InvoiceNow Requirement, beginning from 1 November 2025 and expanding to all GST-registered businesses between 2028 and 2031.
What will change in Singapore
Singapore’s e‑invoicing strategy centres around InvoiceNow, the national PEPPOL-based network.
- GST-registered businesses will be required to submit invoice data to IRAS via InvoiceNow-Ready solutions under a phased implementation schedule
- InvoiceNow uses the PEPPOL framework, enabling structured digital invoice exchange between businesses and government agencies
- Key rollout milestones include 1 November 2025 for newly incorporated voluntary GST registrants, 1 April 2026 for new voluntary GST registrants, and phased mandatory adoption for existing GST-registered businesses from 2028 to 2031
The latest update expands the mandate beyond new GST registrants and establishes a clear roadmap for all GST-registered businesses to join the InvoiceNow ecosystem.
